MOTION by Mowers, seconded by Geloso to accept the 01/08/2018 Organizational Meeting minutes. Motion carried.
MOTION by Bennett, seconded by Mowers to pay the bills as audited. Motion Carried.
MOTION by Geloso, seconded by Mowers to pass the Undertakings Resolution. Motion carried. See Resolution on file.
The 2017 Annual Books submitted by the Town Judges, Town Clerk and Receiver of Taxes were signed by the Town Board and the Supervisor.
MOTION by Geloso, seconded by Mowers to accept Town Judge Jeff Stone's December 2017 report for $13,153.50. Motion carried.
MOTION by Geloso, seconded by Bennett to approve payment for a GFIM bill in the amount of $349.73. Motion Carried.
MOTION by Rovazzi, seconded by Mowers to accept Codes Officer Tony Klimek's 2017 building permit activity report. Motion carried.
MOTION by Mowers, seconded by Bennett to approve the Village of Ilion's applications for electrical service to be provided for eight (8) street lights on Barringer Rd. and five (5) street lights on Old Forge Rd. Motion carried.
MOTION by Mowers, seconded by Bennett to appoint Supervisor Peter Rovazzi as Project Manager for the Bridge, N.Y. Project. Motion carried.
MOTION by Mowers, seconded by Bennett to hire Donato Real Estate Appraisal & Consulting, Utica, NY for Leatherstocking Mobile Home Park. Motion carried.
MOTION by Mowers, seconded by Bennett to table until the next board meeting a decision to appoint Templeton Landscape Architecture & Planning for their professional general support services. Motion carried.
MOTION by Geloso, seconded by Mowers to approve the Procurement Policy with no changes. Motion Carried.
MOTION by Bennett, seconded by Mowers to approve Highway Superintendent Andy Dutcher's request to purchase a 2017 5500 Dodge Ram truck with dump body with a 4 (four) year annual lease in the amount of $11,122.75- and with approval for a budget adjustment of $1,122.75. A 2013 Dodge truck will be traded. Motion carried.
Supervisor Rovazzi reported that the newly elected officials training in Albany was very informative.
Supervisor Rovazzi reported that hunting on Plantation Island might be a concern for the area. The DEC suggested that signs should be put up in the area. Supervisor Rovazzi will follow up with the DEC.
The 2020 Census material was given to Supervisor Rovazzi.
Councilman Mowers reported that the Town will lose a one-half million dollar grant by the end of February 2018 and he would like to meet and speak with Creek Rd. resident Marge Bielanski regarding her property. Supervisor Rovazzi stated that he would speak to her about the stabilization of the bank.
Discussion on public comments: Councilwoman Bennett and Councilman Mowers stated that there are too many interruptions. Councilman Brewer stated that he is working on a plan and hopes to have information by the next meeting.
MOTION by Rovazzi, seconded by Geloso to have a public comment period at the end of tonight's 01/24/2018 meeting, voting as follows: Ayes: Rovazzi, Geloso. Nays: Brewer, Bennett, Mowers.
The Motion did not pass.
Superintendent of Highways Andy Dutcher will talk to Tom Breiten regarding stock-piling approximately 5,000 cubic yards of gravel from the Creek Rd. Fulmer Creek Greenplain Restoration and Flood Mitigation Project to the town's Rte. 5-S storage site.
Discussion held between board members and residents regarding questions from residents.
Councilman Mowers reported that an Ethics Board consisting of Denny Mowers, Mark Cushman and Patti Hess will be discussed at the next board meeting.
Discussion was held on a town web site but no final decision has been made.
MOTION by Mowers, seconded by Bennett to enter into Executive Session for the purpose of discussing Personnel – Town Attorney's appointment. Motion carried.
MOTION by Geloso, seconded by Mowers to resume regular session. Motion carried.
Jeffrey Rheinhardt acknowledged his intention to resign as Attorney for the Town , but will stay on until a new Attorney is appointed. The board accepted his decision with regret and wished him well.
The next meeting will be February 28, 2018 at 5:30 p.m.
MOTION by Geloso, seconded by Brewer to adjourn the meeting. Motion Carried.
