MOTION by Geloso, seconded by Mowers to accept the 07/25/2018 minutes. Carried.
MOTION by Geloso, seconded by Mowers to pay the bills as audited. Carried.
MOTION by Mowers, seconded by Bennett to accept the Town Clerk's July 2018 report for $1,357.50. Carried.
MOTION by Mowers, seconded by Bennett to approve payment for a GFIM bill for $ 1,262.10. Carried. Supervisor Rovazzi stated that the contaminant testing was low.
MOTION by Mowers, seconded by Brewer to accept Judge Jeff Stone's July 2018 report for $ 18,887.50. Carried.
MOTION by Mowers, seconded by Geloso to approve a Standard Work Day and Reporting Resolution, which will be forwarded to NYS Retirement. Carried.
MOTION by Brewer, seconded by Geloso to accept the July 2018 Treasurer's Report. Carried.
MOTION by Mowers, seconded by Brewer to accept the amended PILOT Agreement for the Prindle Apts. (JGP Housing Development) in which the Town will now receive a sum in proportion to the tax payment otherwise due on each date when the tax would be due – January 31st, June 30th and September 30th, this being consistent with the tax liability dates. Motion carried.
The Leatherstocking/Emrich Floodplain Restoration Project is 90% complete.
Templeton Landscape spreadsheet updates were reviewed by board members.
Highway Superintendent Dutcher reported that the garage roof may not be as bad as originally thought.
The Oshkosh truck repairs are complete, now waiting for tires.
Shared services discussion – Mr. Dutcher stated that it would have some benefits, with fuel and salt. It would help smaller towns especially.
MOTION by Brewer, seconded by Mowers to accept the 2018 budget adjustments,which show increases and decreases in accounts. Carried.
Discussion on Friends of G.F. Park Donation Request for LHW -
MOTION by Bennett, seconded by Brewer to table any decision regarding town money to be spent until more financial information can be reviewed. Carried.
Councilman Mowers will attend the September 6th Friends meeting.
Regarding the Guardians of Freedom Funds, the Town's negotiations with the group will end.
MOTION by Mowers, seconded by Geloso to rescind Parts 1 & 2 of the Agreement made at the March 28, 2018 meeting. Carried.
MOTION by Mowers, seconded by Rovazzi to accept the Purchase Requisition form prepared by Templeton. Carried.
The Charter Communications Agreement was reviewed by Attorney Manne. In discussion with the board the time frame of 10 years or 15 years is in question. Attorney Manne will contact Charter Communications regarding what time frame we can accept.
MOTION by Mowers, seconded by Rovazzi to set and publish a public hearing for the September 26th board meeting. Carried.
MOTION by Mowers, seconded by Bennett to approve the New York State Canal Corporation Property Release. Carried.
Herkimer County Soil & Water hydro-seeded the bank, which is DEC mandated and it will be covered under the grant.
MOTION by Rovazzi, seconded by Bennett to accept the McManus Engineering Group's proposal in the amount of $1,500.00 to provide professional engineering services in support of the Restroom Design Project in the existing Community Center basement. Carried.
Regarding the RFP quotes for the concrete for the Community Center cellar floor -
MOTION made by Geloso, seconded by Mowers to accept the lowest quote. Carried. The quotes are scheduled to be returned by September 5th.
Community Center Rental Fees tabled until the next meeting.
