The Pledge of Allegiance was said and there was a moment of silence for Steve DeRosa a town highway employee who was killed in a motorcycle accident on September 22, 2018.
MOTION by Mowers, seconded by Bennett to accept the 08/22/2018 minutes. Carried
MOTION by Geloso, seconded by Mowers to pay the bills as audited. Carried
MOTION by Mowers, seconded by Bennett to accept Judge Stone’s August 2018 report for $17,729.00. Carried
MOTION by Geloso, seconded by Mowers to approve payment of the GFIM bill for $666.31. Carried
MOTION by Mowers, seconded by Geloso to accept the August 2018 Treasurer’s report . Carried
MOTION by Geloso, seconded by Rovazzi to accept the Town Clerk’s August 2018 report for $1,030.50. Carried
Greg Eisenhut from MOVAC spoke to the town board requesting funding for MOVAC, asking for $5.00 per citizen at a total of $12,370.00 from the Town of German Flatts town outside only. Also MOVAC is in need of three more people to serve as board members.
Attorney Baker updated the board on litigation with the Jaquish Mobile Home Park court case.
Leatherstocking/Emrich Floodplain Restoration Project is moving along, the trees will be planted, and surveying is needed. Emrich Surveying has quoted $1,500 to survey and stake out each tree. Councilwoman Bennett requested that another surveyor be contacted. Councilman Mowers will call Sue Anacker. Emrich Surveying will also find two property pins along Steve Emrich’s property line that were lost during construction.
Templeton Landscape – Grant Funding/Match - Supervisor Rovazzi met with Michele Palmer - match should be $5,000 plus $6,000 to $7,000 totaling approximately $12,000. The trees will be in the first week of October. An excavator is needed. The trees will be installed by BOCES students through Herkimer County Soil & Water.
MOTION by Rovazzi, seconded by Mowers to only give the Friends of the Town Park the use of the park and hall for the Living History Weekend. Geloso Aye, Bennett Nay. Carried.
The town will be paying the utilities, garbage, portable toilets, insurance and the cleaning of the facility.
MOTION by Mowers, seconded by Bennett to revise the Community Center rental fees as follows: 1 – 25 people $50, 26 – 50 people $100, 51 – 100 people $200, over 100 people $400. Carried
The town board will continue to work on other issues with the rental of the community center such as: having alcoholic beverages, the use of the kitchen, insurance, and the $10 an hour payment for someone from the Friends of the Town Park to be there during an event.
MOTION by Rovazzi, seconded by Mowers to hold a Public Hearing on the Charter Communications agreement to a 10 year term on October 24, 2018 at 5:45 PM. Carried
MOTION by Rovazzi, seconded by Bennett to hold a Public Hearing on the 2% Tax Cap Resolution on October 24, 2018 at 6:00 PM. Carried
MOTION by Rovazzi, seconded by Mowers to hold a Public Hearing on the 2019 Preliminary Budget on October 24, 2018 at 6:15 PM. Carried
The date for the Budget Workshop will be October 3, 2018 at 1:00 PM
Prindle PILOT billing invoice was lost in the mail. Supervisor Rovazzi will resend.
MOTION by Mowers, seconded by Bennett to appoint Geri Hendrix to the Board of Review for a new 5 year term 10/1/2018-9/30/2023. Carried
It is a New York State Law that all municipalities have a Health District. Attorney Manne will research more into the Consolidated Health District with Mohawk.
Town park grant work is moving along, engineer Sue Snell is working on the structure repair on the school house.
The town park’s gazebo is in need of some repairs. The Friends of the German Flatts Town Park will be asked to help pay for the cost of the repairs.
MOTION by Geloso, seconded by Mowers to accept a resolution to apply for a Grant Application Court Assistance Program. Carried
The town board will look into a Comprehensive Plan Capital-IDA Grants to give the community a goal or a vision of the future.
Codes Officer Anthony Klimek left 2018 Building Permits summary 1/1/18-8/28/18 to all town board members.
The next town board meeting will be October 24, 2018 at 5:30 PM.
